Porto's historic center has many attractive but worn-looking 19th Century apartment houses. These buildings have suffered from neglect because rent-control laws have made it uneconomic for landlords to maintain them, let alone make improvements.

photoRecently, the laws were changed to eliminate some of the more extreme loopholes (e.g., the right of grown children to inherit their parents' rent-controlled apartment leases).

Also, landlords will be able to raise rents when they improve their buildings, and--because tenants will have to pay rents that are closer to market rates--it's likely that more buildings will be converted to owner-occupied apartments in the years ahead. In the long run, these changes should help to satisfy the growing demand for housing in the city center.
